As someone who has worked on large engineering projects I can safely say that having a single company is no guarantee that cock ups like this can't happen!

Couldn't agree more. I'd go as far to say cock-ups are more likely as there tends to be less interdisciplinary checking.

You'd think that the buck would stop with the Transport Minister, when there's a **** up between the state owned rail infrastructure and the state owned railway company.
