Oh He's far worse than that! He's the product of money and privilege with a Neo-liberal mindset, everything is fair game for the market in JRM's brain... EVERYTHING!
He doesn't love small government and less regulation because of some libertarian outlook but because that way lies greater profits and less chance of getting caught...
And despite him appearing to be a Louche, Dickensian caricature his influence over the right of the party via the ERG, along with his ability to stay close to front benches (he was in Boris and Truss's cabinets) makes him quite powerful.
He's clearly been in the loop on a number of policy decisions, I can imagine him egging Liz and Kwassi on with the 45p rate and corporation tax cuts, yet when those policies turn on the party he's seldom the one the press zero in on.
Perhaps Worst of all he's only ~52, so think we can expect his malign presence in UK politics for another decade at least...
