Premier Inn Balham. Great location, good bars and food.

😉
Seriously though, there's a premier Inn type place just by Victoria. Stayed there for work once recently. Perfectly decent spot, very good staff.
As for Pimlico itself, very central, walk everywhere, IWM included. Great selection of pubs and restaurants in the area as well.
Southwark blackfriar road area and walk across to Imperial war Museum,
Have a look on AirBnB, you may find somewhere nicer for the same price.
Most convenient Premier Inn for the IWM are Southwark Tate Modern and County Hall. Both will be ludicrously expensive, but you can walk to the IWM. Holiday Inn Expess London Southwark is also nearby, and the Holiday Inn Express Vauxhall Nine Elms is a direct bus (344 from Vauxhall station) ride away. There is also a Novotel hear Lambeth Bridge that's convenient.
To be honest though, anywhere within a couple of miles of the IWM towards the river or on the north side will be fine as you just tube/bus to Elephant & Castle and walk from there. I always stay at the Holiday Inn Regents Park (nice corporate rate 🙂 ) which has a direct tube from Regents Park to E&C.
I like Qbic just beside Aldgate East (linky)as a place to stay. A little out of the way but handy for Spitalfields, Shoreditch and Brick Lane.
If you want to go to the Imperial War museum I would stay in on of the following:
Premier Inn London Southwark
Novotel London City South
CitizenM London Bankside
Travel Lodge Central Southwark
Travel Lodge London Central Waterloo
Days Hotel Waterloo
All of the above are in a 5-20 minute Walk of the IWM.
You might get a Travel Lodge for £70 a night depending on how busy they are. Most of the above can be booked for £80-£120.
If you hanging around the area Borough Market is quite nice. If you want a pub after going to the IWM the Three Stags opposite does great beer, food and Pizza.
We stayed at the Premier Inn Tate Modern, Soutwark last October for a mate's stag do.
It was a great location - 5 min walk to the Tube, cash machine directly over the road and a small supermarket for stocking up on supplies, some decent bars in the area.
There is a really good café a 5 min walk away that does a brilliant fry-up - it's small though & bloody busy!
Terry's Café on Great Suffolk Street.
Given how easy it is to get around London using the tube etc. I wouldn't worry about picking a place that's walkable to the Imperial War Museum - instead I'd be looking for someone with decent bars etc. nearby. Having said that the Premier Inn at London Bridge would be a good choice (loads to do nearby, on both sides of the river, including Borough Market which is great and the Tate Modern) however the one at Tower Bank would also be a good location looks like it could be a lot cheaper and it's also a good location.
I see CitizenM have opened a couple of hotels in London. Might be worth checking out. Their place at Amsterdam airport is good value.
