Well, there clearly has to be a contingency plan, and I'd imagine that London would offer the quickest solution to host at such short notice. Most of the infrastructure remains, and what doesn't could be reinstated pretty quickly, I'd say. Of course, any such suggestion would only crop up if it really is that bad in Rio.....

Main stadium, swimming and diving, velodrome, rowing, etc.
Loads still there.
And where will the money come from to bring back the last two years of destruction?
According to the Evening Standard the athletes village has got 17,000 residents, so that might be a bit of an issue. I would have that the World Cup may be more of a pressing issue
