Moving to France in a few weeks and wondering if I can transfer my UK mobile number to a French provider?

no you cant (tried it with work). What you could do is get your UK number on to Voip and then have a voip client running on a smartphone.

Get the number onto an o2 contract. Put TuGo on the french phone. Uk number then works on your new phone via WLAN/LTE/3G.
