Yes they can and your network supplier can do it usually for free.

Yes, but usually only once the contract has ended. Also depends on the network, O2 are ok, but I'm not sure about others.
And the 5S hasn't even been announced yet, so either 4, 4S or 5, either of the first two will be no problem at all, I use my old 4 as an iPod Touch now.
