Looks like a scan marine antenna for 4G / 5G - attached to a pole. The sticker at the base of the antenna is where scan normally put their stickers.

Something like this one - or a copy

Everything you are saying can be correctly said about Proof of Work cryptocurrencies and Privacy coins (although most privacy coins are made intentionally resistant to FPGAs and ASICs so there aren't many that use more electricity than Argentina AND can be used for nefarious purposes).

Helium is neither.

It also has any number of applications from monitoring medical devices to tracking stolen property.

I know this is STW and nuclear hot takes are the done thing but maybe at least try reading the first google hit that pops up before clicking Submit?

As said it's a Helium antenna, possibly a 6dbi McGill. I've got a few dotted around various hosts and a few solar deployments at the top of a mountain.

You assume correctly, they're used for tracking cattle and monitoring water levels but are also some of the best performing hotspots in the world.

Impossible to tell without seeing a model number, could be single dipole or a set of stacked dipoles so you can't even tell the frequency from the height. Most likely Wifi, but could be anything from a few 100 MHz up to a few GHz.

Guessing it's about 60cm long, so that's roughly 240 MHz if a single dipole, higher if it's multiple dipoles stacked.
