Oops, the end of that went wrong and too late to edit - it was meant to be:

No idea about the Taff, but http://www.ukriversguidebook.co.uk/rivers/wales/south/river-taff-pontypridd-to-cardiff is the definitive guide for that. http://www.songofthepaddle.co.uk/ is another good kayak website/forum with lots of stuff on access
Lead shot has been banned (for fishing) since 1986 - so i don't think that's the reason.

I thought they just weren't allowed to sell it? http://www.expressandstar.com/news/2008/04/01/no-fishing-call-after-swan-deaths/ certainly suggests it's still a problem a lot more recently than that.

It's been said more eloquently by Cougar and others, but if there is one truism that can explain the causes of most human conflict over the millennia it is this:

Some people are just dicks.

not sure it's a terribly good analogy.
a) there's a good reason for the no fishing zone...b) the other side of the riversports centre a couple of hundred metres upstream is perfectly legal to fish...

Yeah but that's exactly what a red sock wearer would say to a cheeky trail rider: "there's a reason you're not allowed here and there's plenty of other places for you to be". (I'm not disagreeing that the guy was being an arse).

The linked article has zero evidence that the lead was from fishermen. It is illegal to sell and use lead shot for angling (between 0.06 and 28.35 grams). You can blast as much of any size you like out of a shotgun though!

But most of the time (or all of the time in the case of the cheeky trails most of us choose to ride) they'd be wrong.

Going alllll the way back to the start... People act like if they've paid, and you haven't, they should have extra rights. But actually, the reason they have to pay and you don't is because you have extra rights.
