The Oldham Hospital report of an armed man is a god example of Chinese whispers; hospital has gone on 'lockdown' as a standard response to local events, that gets misentepreted by someone, who tells someone else, it's juicy so it's spread and suddenly there's armed men outside a hospital.
To confirm, there isn't.

It's being reported almost precisely nowhere. It's a one-liner on Reddit, and another one-liner on the Daily Star website based on a couple of Tweets from people having heard a noise.

So sad - 19 dead so far and 50 + injured. Some sick bastard has detonated a bomb at a concert attended mainly by young girls. You can't stoop much lower than that.

That's properly crap, targeting a concert attended by kids. Regardless of the motives, it can NEVER be justified. Even in all-out war it would be a massive no-no!
I don't think there's any situation where bombs like this are justified, irrespective of the age/sex of the intended victims.

I just caught the breaking news on Sky news last night that there was an incident at a concert in Manchester before I went to bed. Waking up to have my worst fears confirmed 🙁 Truly horrific and RIP for those killed in the blast. And thoughts for those affected.
