I was going to say Dick Dastardly but, since I was beaten to it, I'll pick Vladimir Putin instead.

Michael Douglas in Falling Down wasn't really a villain, not really. The bad guy was the system, he was just a by product.

Billy's no villain!

edit- well, maybe a little bit, towards the end, but still, its Billy! He's just about as badass as they come.

He's replying to a sheriff who says "You can't keep them guns on you son."

Saint of Killers from "Preacher", a most excellent comic.

+1 for Chigurh.

The Coen brothers and Cormac McCarthy are made for each other, as both have a good line in villains. My favourite examples are J. E. Freeman as The Dane in the Coen's Miller's Crossing and The Judge from McCarthy's Blood Meridian.

Other favourites:

Snoop, from The Wire (arguably, she wasn't even acting).
Todd from Breaking Bad - A moral vacuum who acts and speaks like an unusually polite 12-year-old.
Stephen Rae as Gatehouse from The Shadow Line - like a more evil George Smiley. Rafe Spall as Jay Wratten in the same show provided a very nice contrast: unhinged, capricious and, again, oddly child-like. Reminded me of another favourite: Miranda Richardson as Queenie from Blackadder!

How can anyone be scared of Bain after his performance in the last batman film is beyond me. The film was shit. Bain was woeful. Fight scenes are the worst I've seen.
