Bought a camera,

Wrong camera got delivered ( but seller had the camera I received listed too)

Told seller, returned the incorrect camera.

Seller told me he contacted the person who should have received the camera I won but it was in transit to Bulgaria??? and that he would have it flown to me as soon as it got to Bulgaria.

I then asked for a refund as I doubt he will see the camera I won again.

He says his Paypal account is locked due to a guitar he sold getting damaged in transit and he is trying to find out if the courier damaged it or the buyer and until that gets resolved, his paypal account is locked.

He then offered to do a bank transfer.

I'm not so sure,

Any advice?

I know I can raise a dispute and claw the money back if I need to but to be fair the chap seems reasonable, if his story doesn't.

if his account is already frozen then I'd raise the dispute through paypal - he still pays you the money (they'll do it regardless of status) and you don;t get some dodgy bank transfer that gets clawed back 2 weeks later.

Bank transfer is ok. If you send someone a cheque, they can have your bank details from the cheque. Its no a risk. The only only risk is that the bank transfer gets reversed. I think you need to wait 6 working days before it is secure, but check with the bank (like get it in writing)..
If it goes tits up do a paypal dispute.

Is bank transfer ok if he knows my address though?

He did post me a camera after all...

I'm not sure on Bank Transfers being all that safe. Didn't Clarkson print his account details in his Sunday Times column a year or two ago in the belief all would be well...in the end it wasn't.

The outspoken star printed his bank details in a newspaper to try and make the point that his money would be safe and that the spectre of identity theft was a sham.

He also gave instructions on how to find his address on the electoral roll and details about the car he drives.

However, in a rare moment of humility Clarkson has now revealed the stunt backfired and his details were used to set up a £500 direct debit payable from his account to the British Diabetic Association.

The charity is one of many organisations that do not need a signature to set up a direct debit.

If you paid via paypal you are covered by eBay terms and will get a refund, eventually, if you seek a refund outside of ebay, you might find you are not covered.
