ahem. I think you'll find its originally came from the 'fishing' sense of the word rather than the 'lives under a bridge' sense. As in trolling for bites.

I think its derogatory towards the big billy goat expecting it to take care of the troll, the small & middle sized goats should go to self defense classes.
