There is nothing particularly defamatory about the tweet, and certainly nothing actionable. It's also quite hard to suffer reputational damage when you have a well-established reputation as a liar, as Johnson does. Also he doesn't have the cash for expensive libel actions, especially now the taps have been turned off to his party.
Which fact are you calling out as wrong @cheddarchallenged, or are you just smearing around a bit of vague distrust in a journalist to defend the PM?
If there's anything that the events of the past couple of weeks have taught us (if we didn't already know), is that Carole Cadwalladr has been right about a lot of stuff, despite some dedicated and well-funded efforts to smear her as a 'crazy cat lady'. The current libel action against her is tenuous in the extreme.

Thing with UK libel / slander laws is even if you win you only get damages in proportion to the damage to your reputation. As Johnson is a known liar and philanderer he has no reputation to be ruined 🙂 damages would be 1p. Plenty of cases of this happening.
A decent gag appeared in the comments section of a Danny Finkelstein leader in The Times today:

Unless she’s got proof it’s straight forward defamation – and given her track record of getting quite basic facts wrong it could get expensive. You’d think that a competent journalist would have the nouse to differentiate actual facts from allegations…
I see you've linked to Guido Fawkes, a right-wing blogger with an unhealthy interest in Cadwalladr. This has nothing to do of course with his pro-Brexit views or her expose of Cambridge Analytica.

Depends how much you are willing to pay.
There has been a long history of millionaires/billionaires using libel laws to silence their critics in the UK court.
Look at the various cases against Private Eye in the past or more recently and highly applicable to the Russian question the oligarchs libel cases against Catherine Belton and Harper Collins (the suing her personally as well as the publisher seems to be a new favoured trick used against Cadwalladr as well).

They have done eg Maxwell and the fat "cheque for the fat Czech" quip, Goldsmith and several others. Some of those cases came very very close to bankrupting them as well with them running appeals to readers to cover legal costs.
Yes Private Eye and a few others will take the risk but a lot of journalists, writers and publishers
will decide its not worth the risk and expense.

Oppression seem to very slow to actually implement sanctions(whereas Germany seems to have nabbed a boat), the law they mumble which is an odd thing to say as they make the laws and could pretty rapidly implement one overnight.
