I'm putting curtains up, should I pull out the old rawl plugs or drill them out or drill fresh holes?

Just leave the plugs in if the screw will go in ok. If not replace or redrill as required.

I want to re-use the existing holes, the rawl plugs have to be replaced, pulling them out with pliers is my plan but want to make sure I won't wreck the holes doing so.

Put a screw in to the existing rawl plug, then use claw hammer to lever out screw and plug, just be careful not to apply too much force.

If they are in plasterboard snip the ends and push them in.
