my pc has now suggested this twice (W7)
I don't use encryption, so what does it want/why is it doing this ?

Something somewhere is using EFS - Encrypted File System.
If you click on the notification when it pops up, it should take you through a wizard to do this. Back it up off the PC - eg, a USB key.
