i've been trying to set up a a used XTR shadow + clutch mech, and the clutch is very stiff, too siff. Its fine with the clutch off, not cables, defo clutch.
If i back the adjustment off, it doesn't really make much difference to the point where it would foul the cover.
Could it just be crap in the clutch? I'm templted to blast it clean, but i don't know what the clutch uses for friction, is it just the steel band?
I backed off mine until it almost touched the casing. Go too far and it won't sit correctly.
The PB article below suggests you can have the on/off switch anywhere in between the two settings so that might help...

These two Shimano docs are also useful, particularly the service doc as it shows where to lube the mechanism...
