My OCD won't let this go.
I've just put a 2013 sora 9 speed road cassette on an 11 speed hub. adding a spacer of any width - technically it should be a 1.85 means it won't fit as the locking won't engage. No spacers and its perfect and the shifting is good.
Why?

Does it say 11s compatible on the freehub?

Yes to both. The hub says 11sp on it.

Im confused too ive got a 9 speed mtb hub with no spacer on my hope pro 2 evo 11 speed hubs ??
Edit apparently they cone fitted with a 10 spd freehub the 11 is extra. Clears mine up anyway 😉
