Is it funny? Does it make the topic more attractive/interesting? I'm sorry but I just don't get it.
It can be useful if the thread title doesn't otherwise make clear what the subject matter is.
Probably 1 or more of the following:
- They aren't very good at writing descriptive thread titles
- The forum software is not exactly state of the art, and so there is no 'hover over preview' of the first few lines, which would enable the reader to decide if they want to open the thread or not
- Everyone on here is so argumentative that it gives a warning to people who might prefer to avoid a particular line of discussion.
Closed communities often develop common modes of communication. These frequently don't make sense. Its Meme that has stuck, which is no bad thing..

Well it looks like your comment then mine quoting yours are the first two uses of it on STW (well in that exact form and not in reference to something that DOES look like a Trek). I don't think either were funny (mine was mildly amusing mind), so I think you're proven wrong. 
I think it's an attempt at humour while giving a clue as to the thread content.
Not always hilarious, but at least folk are trying.

Some official announcements get suffixed "Premier Content" to show that they are only available to premier members, not the general rif-raf, so some people mimic it for comic effect.
