.....a bike that will have this spec.

compact geometry,
disc brakes
700c wheels
fittings for guards and rear panniers

Suggetions please?

I'm not sure what compact geometry is, but I think this hasn't got it, fits the rest of your list though.

Or a Voodoo limba, if you can find one, (also may or may not be compact) and guard fitting might be a little bit of a fiddle

I reckon 700 wheels will fit in a 26" MTB frame if the tyres are thin enough. Might be a squeeze for mudguards though.
