Yep, factory fail is possible. Now, if it was the REAL factory is another matter entirely! So, could well be fake AND factory fail.

My money is on OEM parts. They're selling straight steerer 26" Epixon forks which isn't something you'd see sold separately these days

Possibly the stuff comes from the same factory, just maybe not via legit routes, or they're rejects/seconds, maybe legit sold on or not.
The serial number, might be like factory outlet stuff where the labels are cut off, to prevent you from getting a cheap "seconds" and returning it to a store for a full price refund.
Buyer protection through AliExpress is bloody good. I'd take a punt!
