Which Orbit?

The three I was looking at this morning (and noted down specs of) were 29mm for the smallest stack height (XLII), and 32.2mm for the tallest (UF Ball). That's 3 of your required 4mm right there.

Forgot to say, Orbit extreme was £30 at on-one, a lot cheaper than most places.

This may help you.
I'm working on installing a Cannondale Lefty fork to
my old school Merlin Titanium MTB. It barely fit so I
had to come up with some ideas to lower the stack height.

I use TWO Cane Creek S2 headset upper bearing cups at the
bottom and at the top, as well. Without the upper dust cup,
their size goes down to 10,25 mm so the stack size is 20,5 mm.

You can buy a Cane Creek S2 headset for about $40 and
Cambria Bicycle Outfitter has S2 upper bearing cups for $5:
