What are these odd things on my wheels for?

and can I just throw them away?   On a nrw cube ebike.   they just come off if you undo the locking ring on the valve stem.   I am going to be converting to tubeless

I'd say packing so the valves don't get snapped off in shipping.

this is a insurance replacement and the previous one had a spoke magnet

That's a daft solution for a speed magnet. What if you are tuned and puncture? That's too easy to loose in the grass.

Saw a video where a mechanic had to add weights on the opposite side to balance the wheel.

stolen.  I stupidly left it for two weeks visible in a stairwell.   Scrotes cut the lock off..

It's not too bad a solution, as easy to move across to new/alternative wheel.
