Top jockey wheel or cage fouling the cassette or restricting chain movement? If so can be fixed with B screw adjustment.

How new are the cables?

When mine get sticky on my commuter I give them a wipe with some grease (or reverb fluid round the loop) and they normally come back to life for a bit.

Could be anything from the b screw not in enough to keep the mech and chain off the lower part of your cassette to dry inner cables or sticky shifter

Cables are 7 months old. Which loop? as it exits frame and loops round to the mech clamp?

Adjust how... j-wheel nearer or further away from cassette?

That's the one, don't think MTBs have one though anymore.

Are the gears indexed correctly the rest of the way through the cassette? Or is it sticky all the way up the block?

Further away. Wind the screw in quarter turn at a time and test until free.

There is actually so i've blasted some gt85 in and run it up and down the cassette a few times - hopefully this and the b-tension rls will sort it.

The gears are indexed perfectly appart form the upshift from 1 to 2.
