I'd want to hear one before I bought it
I had a (dirt cheap, I admit) fan trainer once, really noisy

The noise is usualy generated by the tips of the blades, which is why most use an enclosed radial fan (with no 'tips') as opposed to an axial one (which would need to be bigger or spin faster), this should be quieter as is a much bigger fan so the tips will be moving much slower bit like an office fan shifts a lot more air than the cooler on your laptop, but is probably a lot quieter.
