I am getting a 29 carbon frame with a tapered headset as that is all that I can get, I cannot afford to buy a tapered 29" suspension and do not want to ride rigid however I do have a straight suspension fork, I'd there anyway I could maybe change it to tapered to fit the frame?

Sure. Fit one of these on your forks, then you'll need a tapered headset. You fit the lower "crown race" onto this adapter.
