I'm using a iBike speed sensor on my turbo bike at the moment, it was set for a 700x23c tyre but I'm running the bike with a 700x35c trainer tyre.
Can I just enter the settings off Garmin for wheel size to make it work properly?

Yep, you need to sensor connected and working then go into it and set it manually. Easy as that.
