Does anyone know if you can hike up with your bike before 5pm then bike back down after? or can you just not take a bike on there between 10am -5pm pushing or pedaling?

Its a voluntary so you can do whatever you like in theory. In practice I believe it is considered acceptable to push your bike during the ban and ride it outside those times.
I'd start from Llanberris about 4pm and start the slog up you'd get up top around 6pm then still have plenty of light for Rangers/Telegraph or back down Llanberris path.
I doubt you'd get any grief if you did it that way, but if the weather is good and it's the weekend just expect a lot of walkers being in your way on the down.

True but on any day you would like to go up Snowdon it's not worth riding down between 10-5, like trying to do ride down the pavement in Leicester Square,
If you want the best run get up early Summit by 9am then you will meet people coming up the mountain who can see you in the afternoon you are approaching them from behind.
A good run you will be in Pete's Eats for Breakfast then off for another ride or play round the quarries
