Eh,

Sanding a carbon frame? Would imagine that would be a no-no, had a slight blemish on a carbon seatpost result in a sudden catastrophic failure, almost ended up as a Johnny One-Ball with 8 inches of seatpost up the Jacksie.

Most frames are hand sanded at the factory to get a nice smooth finish I think.
Ibis, at least, recommend sanding to remove the paint and give a good surface for the new coat to adhere to.

What you need to buy is red scotchbrite. You'll get it from a car paint factor. This will scratch the surface enough for the new colour to stick.
