anyone no what size cassette a tiagra short cage will top out? its going from a road bike to a cross bike and would like to up the rear block to a 28t using 39/53 up front

The mech will handle a 28T sprocket just fine, despite stating 27T.
I know friends have run a 30T without issues.
The short cage limits the total range unless you accept certain gears are off-limits or you have a slack chain.
SS cage is rated for 31T and the GS (aimed at a triple chainset) at 37T.
11-28 and 39/53 is 31T, so both would be OK.
