Surely I just attach a 8mm allen key into the drive side and turn anti-clockwise? The outer 10mm piece is just some sort of preload and doesn't need moving? Can't budge it at all.

No the outer cap is supposed to be there to back the inner bolt off onto which forces the driveside from the axle. In reality I've always just removed this and the main crank bolt and then used a crank extractor tool to separate the two. Just make sure, if you use an extractor, that it is screwed fully into the driveside thread before you start tightening the extractor bolt.
