Do you need to carry a laptop? If you do I can recommend this:

Ortlieb do a nice briefcase pannier, but it's a bit pricey.

If you just want a good quality soft pannier with a carrying handle and strap, the Edinburgh Bike Co-Op ones are really good quality and cheap. A relative has been using them for years, still going strong.
I was told by a member of staff that they are made by Vaude.

Altura Urban?

It's 100% waterproof and also available in grey/black. Has a carry handle too which you can't see. And you can buy spare parts for the mounting kit.

I used panniers for a few years but now I've just recently moved to Carradice Nelson saddlebag with SQR Rack attachement and I'm really pleased with it - comes off in seconds and the SQR block that clips onto the seatpost is barely noticeable.
