Looking into how I can attach a rear light ( not got one yet ) to a pannier rack. All the brackets I can see fit onto a flat back end plate on the pannier. Mine does not a have a flat plate at the rear, so it must be attached to the rear tubing which is a small diameter. I may be able to use an old inter tube wrapped around it.

Do any lights come with a small diameter bracket for the tubing.

Many thanks

This sort of thing will bolt to your rack, and give you a flat plate to attach lights to: http://practicalcycles.com/products/245150--busch-muller-toplight-carrier-rear-rack-light-bracket.aspx

Or another version gives you a seatpost sized tube: http://practicalcycles.com/products/233340--passport-rear-pannier-rack-lamp-bracket.aspx

Can't recommend one specifically, but SJS cycles (St John Street) probably the most likely source for such things.

Tubus have a few solutions, but P clips will work. I like the wider standard mounting TOPLIGHT with reflector.

I run a fibre flare light on the drive side of the rack (in addition to a normal rack light)
