it says xl is 39" waste! normal xl is around 36", are the raceface shorts juts big fitting or what?

im a 36 inch waist. my RF downhill shorts are an XL and I'd say they were a little large for me. althought they hold up wihout a belt when the adjusters are done up to the max.
