Very hard to go up a mountain without some hike a bike.
I actually think defining both mountains and mountainbiking is rather hard. My preferred definition for a mountain is:
"you can fall [i]off[/i] a mountain, you fall [i] down[/i] a hill"
So some of the munroes are just big hills by that definition, but some of the lakes stuff are definitely mountains.
As for defining mountainbiking - I do some riding near me - its off-road and its singletrack - but could be ridden on a roadbike without any issues and has virtually no climbing

I definitely think there's a need to re-classify some types of off-road cycling - the stuff that doesn't involve mountains and such (e.g. UK trail parks).

Off-road
Recreational
Cycling
There would have to be some re-naming of the various governing bodies and such, but I'm sure some umbrella Association could over see it all.
Funding for this new Association might be problematic, but perhaps there could be some money to be made in selling branded clothing? Then we'd all have an excuse for wearing ORCA suits....
