An Altura Night Vision jacket will be more visible at night, and probably more breathable.
Given the fact that so many wear rucksacks for their commute, a Hump would be the other obvious thought. Both these options have good quality reflective as the main feature. (Aside from the silly LED Humps, but they're another matter)
As above, a good fabric and good build is more important than silly little gadgets. Bike lights are so good these days, there's really no need for this.
But it ticks all the safety boxes of being yellow an flashing like a demented Christmas tree....:-(
