Completely justified?
Think it's a bit daft, personally, particularly as I've just finished a small modification to my bike to allow my six-year old to ride on a seat attached to my pannier rack for the 5 mins to school.
I'd be pretty peeved if someone gave me a ticket for being unsafe as I reckon I'm probably a better judge of that.
Thoughts?

well it doesn't look in any way safe!
personally i would be pretty reluctant to cycle a kid through any kind of traffic whatever the arrangement but that's just me..
They should come over here to India...the record so far is 4 adults / children and 2 goats, all on one bike!! ๐
And don't get me started on the guy with the large marble worktops....
Remember when you were a kid, though, and you managed to get at least three of your mates on a bike for a ride to the park, and not die?
I object to being told I have to stick a farking great monstrosity on my bike when a small, cunning modification will do the trick.
