[Closed] "Nominal" O-ring sizes

If an o-ring is listed as 4 x 1.5, I know the 1.5 is the cross section but is the 4, the inner bore or the mean diameter?
It's for a newer shape hope bleed nipple if it makes a difference.

The standard convention is to quote the inside diameter and cross-section.
