If there is no water in my College i.e. taps, toilets... Is there a law stating that they have to send us home?

Certainly for the teachers it would be law to provide water, not sure about students as you're there for your own benifit and not an employee.

Basically yes. You need to have access to drinking water ( but can be bottled) and toilets but can be portaloo

there will be reasonableness clause as well would be my guess

The rules governing water/toilets etc is in the Workplace (Health, Safety and Welfare) Regulations

Basically unless the outage is very limited the answer is yes.

Certainly for the teachers it would be law to provide water, not sure about students as you're there for your own benifit and not an employee.

quite right although HASAWA 1974 sect 3.1 deals with employers duties to those not in his employment
