Back in ye olden days someone wrote in to motorcycle mechanics with his home made top box.
2 washing up bowls with brass hinges and padlock and hasp.

Don't have a cat, but these litter gravel box panniers have been around as long as the internet, probably much longer.

An interesting idea.
Love it. Simple, cheap, probably lightweight and really waterproof. (add silicon to the holes)
Best of all, if yiu break one, half way round the world you can find another bucket and transfer the bits over.
I like that they sell a kit.
