Seen in Cheam.
A guy on an e bike that he wasn't pedalling.
He was wearing full leathers, a full face helmet and in a racing tuck at about 20 mph.
Worst thing was that he also had a top box.

sounds like you saw a guy on an S-Pedelec (its a thing) its the legal way of having an Ebike that does more than 15mph. IT of course is restricted to places that a moped can go so no cycle paths etc.
