[Closed] Lone buggy

I came back from a ride and was about to enter a path running beside the river when I saw a baby buggy on the path way.
A woman came along with her kids and asked me if I had seen the owner.
I replied I had not.
There was no id in the buggy just food and a couple of dog leads.
I said to the woman I wondered if the woman had jumped into the river but then where are the dogs.
She thought maybe the person had been napped or maybe the buggy was abandoned.
But it was an expensive buggy
Anyway I rode on and came across a young woman about 1/2 a mile down the track with the dogs swimming in the river.
I asked if she owned the buggy to which she replied yes !!!
I asked why she had left it as it could cause a stir and maybe the police might be called.
She replied what vivid imaginations people have.

Does this sound like a normal thing to do just leave a baby buggy at the side of a cycle track ?
