How heavy is the light unit. Could you rivet a mount to the mudguard just in front of the steerer?
How does the mudguard fit to the fork? Screwed in at the back?

Good call especially if that's an aluminium mudguard.
Would probably be useful to see the current light and mount to make other sensible suggestions.
You can get handlebar mounted brackets that drop down and hopefully below your bag. Toppeak bar extender, Wizard do a fork bracket that off sets the light to miss a bag I think? , not sure if that fits your fork hard to see in the photo. Klite do a drop down mount as well which has a Go Pro type mount ( then get a suitable adaptor). SJS cycles usually have a variety which may suit as well, esp for mounting on fork.

Carbon. No bung - it's a proper threaded hole.
It's a Lezyne E-Bike Power STVZO E115. So not too heavy.
Screwing onto the mudguard might work.
I could awear blind there is a bracket to fix to that mount but can't find it.
Very easy to make one though.
