[Closed] Identify those weird wheels (rims)

Stuck in a traffic jam this morning and a guy undertook me walking his bike on the pavement.  It looked like your usual commuter bike decked out with mudguards etc, but the wheels were unusual.

The best I can describe them is that they had what looked like wheelchair hand rails running around the rim on each side, except the gap was far too small to get your fingers in.  (and why would you want to, its got pedals)  I could see daylight between these rails/bars and the rim itself.

I can't remember if it had disc brakes or rim brakes...
