That Tioga Disc Drive has got to be early to mid 90's.
Frame to me looks like one of the Saracen Magnesium's.
Yup = agree - the stay-dropout joins are pretty distinctive. Google image search for "Saracen Kili magnesium" throws up a couple of examples.
