how long does it take from fully discharged?

You should not let them fully discharge as the batteries do not like it.
When I was using mine over the winter the time taken to charge them up would vary from 1.5 hours to over 3 hours, which was a bit weird.
You know that they're done when the charger starts smoking.

The protection circuit will trip at the lower voltage limit to prevent over discharge and damaging the cells. BUT do not leave the battery in a discharged state as it will continue to discharge through its own protection circuit (only milliamps) but over time the cells/ battery will not be recoverable.
Also do not leave them fully charged (Li-Ion) for long periods. ideally 30-50%.
