This is bugging the heck out of me as I can always see it when I ride. The rims is totally straight, and the guidelines on the sides of the tire line up well with the rim too.
How to fix? Could it be a defective tire? Video:

Yes, it could be. Tyres aren't precision made. Give the manufacturer a ring or email. I returned one that was like that; others that aren't as bad I've just ridden with and they've not been any trouble.
