It's presumably a plastic bracket with a brass nut insert?

Tighten it and then a little nudge more? The rubber grippers in the bracket should mean it doesn't need to be that tight.

The R4 has a split clamp aluminium bracket with 2x M4 bolts, 3mm Allen key head.

As long as you get it even over the two bolts I don't think you'll go wrong with your average length loose Allen key.

Just nip it up tight enough so that it doesn't move when you're riding, as you will want it to spin if you stack it rather than breaking your light.
