Whats the point of them are they just spacers?

I think that depending on how well toleranced your steerer tube is the split collet may sit down into the bearing chamfer a bit, so the shims are used to make sure that the seal on the top cap doesn't then get squashed down too much with the inherant friction that may cause. (was that a bit nerdy? sorry :oops:)
