I've just bought a Hope 1.5 - 1 and 1/8th headset reducer, and not sure which way up it goes in. Also there's no solid bottom face, just a split one that looks the same shape, is that right?

Yes, it's a split crown race...
Looking at the photo, I think it's :
Bit on left is bottom of headtube + crown race
Bit in middle - for top of head tube
Bit on right goes on top of all before your stem and spacers.

The 2 cups and bearings are the same. the split race n the left of your picture is the crown race, the middle one is the compression ring.
