Have a headset here which is supposed to have brand new bearings fitted but there is axial 'movement' between the inner and outer races - they don't come fully apart but it doesnt seem right to me. They are genuine hope ones - is this normal?

You can effectively pull the inner and outer races in opposite directions if that's what you mean? If so, that's normal.

Angular contact bearings. It's normal.
